Brad Joyce
Group Chief Executive Officer – Teachers Health Group

Brad joined Teachers Health as our Chief Executive Officer in May 2006 and is now the CEO of the Teachers Health Group, which includes Teachers Health, Nurses & Midwives Health, UniHealth, TUH and Union Health. Under Brad’s leadership, Teachers Health Group has grown to be the largest industry-based profit-for-people health insurer in Australia, and the sixth largest overall.
Brad has extensive leadership, executive management, strategic and commercial expertise, gained from more than 25 years as CEO in the health insurance and health care industries as well as senior roles across several industry sectors.
Brad has played a leading role in shaping the future of the private health insurance sector through his past and present roles as a Director in various industry organisations, and currently holds the following positions:
- Director of Members Health Fund Alliance – an industry association that is active in the health insurance industry, shaping government policy and reform.
- Director of the Australian Health Service Alliance Ltd – a hospital and medical contracting company in the health insurance industry.
- Director of Private Healthcare Australia – the peak body for the private health insurance industry in Australia.
- Member of the International Federation of Health Plans’ Council of Management – the leading global executive network within the international health insurance industry.
Brad is a Fellow of The Australian Institute of Company Directors, a Fellow of CPA Australia and holds a Bachelor of Commerce (Accounting Major) degree from the University of Newcastle.
Joseph Phung
Deputy CEO – Teachers Health Group

Joseph is responsible for supporting the CEO and driving Teachers Health Group’s strategic direction. He oversees day-to-day operations, ensures alignment across our brands (Teachers Health, Nurses & Midwives Health, UniHealth, TUH and Union Health), and leads major projects focused on growth, innovation and member value.
Joseph collaborates closely with senior executives to deliver operational excellence and uphold our commitment to serving Australia’s education and healthcare communities.
Joseph was previously our Teachers Health Group Chief Financial Officer and CEO of Subsidiary Businesses and has more than 18 years' experience in the health insurance industry, working in a range of statistical, financial and business analysis roles.
Sarah Morris
Chief Financial Officer – Teachers Health Group

Joining us in 2025, Sarah is responsible for overseeing Teachers Health Group’s financial strategy and performance. She brings together financial planning, compliance, investment, data and actuarial expertise to ensure robust governance and long-term sustainability for the organisation.
Sarah is a chartered accountant and chartered secretary who has held senior and executive positions across a range of industries and sectors, including ASX-listed entities and government-owned corporations.
Having been with Teachers Union Health since 2006, Sarah has held executive roles in the areas of finance, data analytics and pricing, strategy, people and culture, ICT and claims integrity.
Sarah participates in a number of PHI forums and events, including chairing the Members Health CFO group. She is also a Director and Chair of the Risk Committee of WorkCover Qld.
Simone Tregeagle
Chief Customer Officer – Teachers Health Group

Simone has responsibility for all aspects of our Teachers Health Group member experience, including product design, marketing, sales and member service delivery. Simone and her team work together to ensure our members benefit from outstanding value health insurance and a seamless experience delivered with heart.
Simone has more than 30 years’ experience in the Australian private health insurance industry, with a particular focus on industry and member-owned health funds. She has led teams across all aspects of health fund operations including strategy, member services, operations, marketing, sales, claims and clinical services.
Anthony Dalby
Chief Information Officer – Teachers Health Group

As our Chief Information Officer, Anthony is responsible for delivering the strategy, security and management of technology services across the organisation.
Overseeing the Information Services department, Anthony and his team work as internal business consultants to support the entire organisation with projects aimed at improving our infrastructure, software, customer resource management and system support.
With more than 20 years’ experience working in private health insurance, Anthony has extensive experience ranging from start-ups to large corporate insurers. Anthony actively involves himself in industry-wide developments and participates frequently in industry forums.
Paul Abernethy
Chief Transformation Officer – Teachers Health Group

Paul joined Teachers Health Group in 2025 to shape and drive a strategic vision centred on digital innovation. His leadership integrates AI, data and analytics with business support functions to enable smarter decision-making and a culture of continuous improvement.
With over 20 years of executive experience in the insurance industry, Paul has a proven track record of leading complex transformations across operations, cybersecurity and organisational culture. Previously, as Executive Manager of Support Services at TUH, he delivered a member-led digital strategy that seamlessly integrated every stage of the customer journey.
Bernadette Gates

Penny Jones
General Counsel and Company Secretary – Teachers Health Group
Penny was appointed our General Counsel in 2012, following more than 30 years’ experience in general commercial law, corporate governance, and mergers and acquisitions. She was appointed Company Secretary in 2024.
Penny acts as an internal consultant, providing advice on commercial and legal issues to support effective decision-making. She was involved in the establishment of the Teachers Health Foundation, the establishment of Nurses & Midwives Health, and the merger with Teachers Union Health.
Greg McNeill
Chief Risk Officer – Teachers Health Group

Greg joined us in 2017. He is responsible for overseeing the ongoing development of an effective approach to managing risk – driven through our people – that creates value for the organisation and our members, and is supported by a strong risk culture.
Prior to moving into private health insurance, Greg had an extensive career in the general insurance industry, working for several large and well respected local and multinational general insurers.
